It refers to the Digital Economy Bill that they were trying to sneak through here in the UK – it is vague and could lead to vigulanty rule regarding the internet plus various other issues.
There have been protests and stuff about it to get the MP’s to actually look into the Bill properly.

We have a similar problem with bills here. It seems NO ONE actually knows everything that is the health care bill that just got passed. Very distressing when the representatives don’t know what is in the laws they are forcing us to follow.
